Update on Return-to-Office Mandate for City Staff

On August 26, 2025, the City Manager issued a memo announcing a major shift in workforce policy: starting January 1, 2026, all City of Ottawa employees will be required to return to the office five days a week.

While decisions around internal workforce policies fall within the City Manager’s purview, this change has significant implications — not only for staff, but for residents, local businesses, and the city’s broader strategic goals.

That’s why I felt it was important to speak up.

I have serious concerns about the lack of transparency and evidence provided to support this decision. There has been no clear data shared showing how a full return to office will improve productivity, service delivery, or organizational performance. At the same time, this policy raises valid questions about its impact on:

  • Traffic congestion and emissions from increased commuting

  • Employee morale and retention, especially in a competitive labour market

  • Affordability, with higher commuting costs for workers

  • Support for local businesses in suburban areas that have benefited from hybrid work arrangements

  • And how this decision aligns with the City’s own 2023–2026 Strategic Priorities and Official Plan

To ensure evidence-based governance and transparency, I formally requested that the City Manager provide Council with:

  1. The specific research and data that informed this policy change

  2. A clear explanation of how it aligns with Council’s strategic direction

  3. An assessment of the anticipated impacts on economic development, local business, and Ottawa’s ability to attract and retain talent

I also seconded a motion to rescind this decision and return to a more flexible, hybrid work model until further evidence is presented. This motion will be considered by Council on September 24th.

I believe we need to support a modern, adaptable public service — one that is grounded in evidence, aligned with our strategic goals, and responsive to the evolving needs of both employees and residents.
