The City has finalized the purchase of the Capital Region Resource Recovery Centre (CRRRC) for $95 million, plus closing costs. This is a strategic investment that gives the City control over a landfill site with 30 years of capacity, an important step as Ottawa continues to grow.
Buying the CRRRC now means we avoid higher costs in the future and ensures this critical site remains publicly owned rather than controlled by another municipality or a private company. The purchase includes eight parcels of land and all the necessary provincial approvals, and it’s funded through debt that was already planned for in the Solid Waste Master Plan. There will be no impact on solid waste fees in 2026, and future increases will be gradual and manageable.
It’s important to note that this purchase doesn’t determine Ottawa’s long-term waste management plan. Council will review staff recommendations in 2027, and all decisions will include input from residents and the surrounding communities through the Community Liaison Committee.
