Project Overview
A five-storey residential care facility operated by Larga Baffin Ltd. featuring 176 residential units providing temporary accommodation for residents of the Baffin Island region while they seek medical care in Ottawa. The project includes 94 parking spaces, with 81 spaces located in an underground parking garage and 13 at-grade spaces at the south end of the building.
Current Status: As of March 2026 – Construction is on hold until further notice at the request of the applicant.
Phase: Site Plan Control Application was Approved by the City on November 6th, 2024
Timeline: As many of you will recall, the City granted planning approval for the project on November 6, 2024, and the current site plan approval remains valid until 2027. While construction was anticipated to start Spring 2026, as of March 2026, Larga Baffin informed the City that they are adjusting their construction timelines. Based on their updated planning, it now appears unlikely that construction will begin as originally scheduled this year or within the next one to two years. Given these revised timelines, the organization has chosen to pause construction activities for the time being. I will continue to maintain an open line of communication with Larga Baffin and will provide updates to residents as more information becomes available.
Site Access Updates
The original site plan proposed a right-in/right-out driveway on Hunt Club Road and a secondary access on Sieveright Avenue at the Apple Hill intersection. The design has since been revised with the Sieveright Avenue driveway relocated approximately 110 meters west of the intersection to minimize impact on nearby residences and reduce potential cut-through traffic. The Sieveright Avenue access will be an outbound-only, gate-controlled private approach to accommodate larger vehicles while discouraging unauthorized traffic.
Traffic Management
Both site entrances will include “Private Property – No Through Traffic” signage. There will be an outbound exit only with dedicated right-turn lane on Hunt Club Road.
