Project Overview
The City of Ottawa received applications for a Minor Zoning By‑law Amendment and a Site Plan Control proposal to enable the development of a Miller Waste Maintenance Facility. The project includes:
- A two‑storey office and vehicle servicing building (approx. 3,962 m²)
- Outdoor bin storage areas (approx. 4,595 m²)
- 135 fleet parking and refuelling spaces
- A compressed natural gas (CNG) refueling station
- A tarp storage building (approx. 221 m²)
- 259 staff parking spaces, 12 motorcycle spaces, and 10 bicycle spaces
- A new internal sidewalk, landscaping buffers, and site servicing upgrades
The site is approximately 4.86 hectares and is the former location of a go-kart track and mini-golf course.
Current Status
Phase: Site Plan Control Application Approved – Pending Construction
Progress Update:
The rezoning was approved to recognize the site’s road arrangement, as a City‑owned parcel lies between the property and Conroy Road. Relief is also sought to permit an 8.08 m accessory building where 6.0 m is normally allowed.

Upcoming Actions:
The applicant informed our office on March 4, 2026 that they are coordinating the tree removal and protection process with the City’s Forestry and Planning departments. Their contractor is currently on site installing required tree protection measures and clearing snow.
Beginning the week of March 4th, 2026, residents may notice:
- Brush and snow clearing on the property
- Preparations for future tree removal, which will only proceed once the City issues the required tree clearing permit
These steps are part of the standard pre-construction process and are being completed in accordance with City regulations.
